depend_on_referenced_packages fires when a file imports or exports a package that is not listed in your own pubspec.yaml, even if it resolves through another dependency. Here is exactly what the rule checks on Dart 3.12.2 and Flutter 3.44.8, why transitive imports are a real bug, and how to fix each variant.

The Flutter SDK pins versions of meta, vector_math, test_api and matcher, so every SDK change re-resolves your lockfile, and flutter upgrade runs pub upgrade on the project you stand in. Pin one Flutter version per repo and enforce the lockfile in CI.

material_ui 1.3.0 and cupertino_ui 1.1.0 use an annotation Flutter 3.44 does not export. Both are retracted, but a lockfile keeps them. Downgrade, then upgrade, to land on 1.2.0 and 1.0.2.

The advisories warning in pub get is harmless: pub get exits 0. pub.dev fixed the bad response on 2026-05-04. If you still see it, the cause is a mirror or proxy.

The fix in 30 seconds: read the 'because' chain in the error, find the one constraint that boxes pub in, and either widen it or add a dependency_overrides entry. Do not start with flutter clean.
